Graham Fox is a seasoned public affairs executive with 25 years of leadership experience in companies and
organizations across all sectors. Over the course of his career, he has developed expertise in government relations,
public policy development, strategic communications, and crisis management. He has served on the executive committee
of a large corporation, as a managing principal of a consulting firm, as president of a think tank and as chief of staff to
the leader of a national political party.

In March 2026, Graham joined Dominion Dynamics – a Canadian-controlled defense technology
company that builds next-generation defense systems for extreme environments – as Head, Government
and Public Affairs. He is a former Vice-President, Public Affairs, External Relations and Communications
at Hydro-Québec, where he was responsible for the company’s media relations and public
communications, government relations and stakeholder relations. As a member of the executive
committee, he was the CEO’s principal advisor on communications and issues management.

Before joining Hydro-Québec, Graham was a managing principal at Navigator Ltd, Canada’s leading crisis
management firm. As head of the Ottawa office, he led crisis management, strategic communications
and government relations mandates. Graham was also executive chair of the Canadian Centre for the
Purpose of the Corporation, a research and advisory initiative within Navigator designed to support
organisations in managing issues related to their corporate purpose.

Prior to that, Graham was President and CEO of the Institute for Research on Public Policy (IRPP),
Canada’s leading multidisciplinary think tank. He also served as a strategic policy advisor at the law firm
Fraser Milner Casgrain (now Dentons LLP), developing government strategies for clients, analysing key
issues of concern to their business and lobbying on their behalf. He has also held senior positions in
politics, including chief of staff to the leader of a federal political party, press secretary for a national
party leadership campaign, and candidate in a provincial election.

Graham holds a Bachelor of Arts degree in History from Queen’s University and a Master’s degree in
political science from the London School of Economics. He is a member of the board of directors of the
Montreal Council on Foreign Relations (CORIM) and the Parliamentary Centre, and a member of the
advisory committee of the Strategic Analysis Network. A keen observer of politics and occasional media
analyst, he co-edited with Jennifer Ditchburn The Harper Factor (2016), an analysis of the policy impact
of Canada’s 22 nd prime minister.
