Monika Le Roy has spent more than twenty years working in international affairs and democratic governance roles across multilateral institutions, government, and international democracy assistance organizations. Her experience spans five continents, with a particular focus on politically complex and transitional environments. From 2023 to 2025, Ms. Le Roy served as Regional Program Director for the Pacific Islands at the International Republican Institute, where she established the organization’s first regional office in Suva, Fiji, and led democratic governance programming across 16 Pacific island nations amid intensifying geopolitical competition in the Indo-Pacific. She has also held senior positions with the National Democratic Institute in Jordan during the Arab Spring, and with Canada’s International Centre for Human Rights and Democratic Development. She has delivered democracy and governance programs in Asia, Africa, the Americas, Eurasia, and the Middle East.
From 2016 to 2023, Ms. Le Roy served as Advisor to the Secretary General of the Organization of American States in Washington, D.C., where she coordinated hemispheric responses to democratic crises in Haiti, Nicaragua, and Venezuela. Earlier in her career, she held senior advisory roles with two Canadian Ministers of Foreign Affairs and served in the Office of the Prime Minister of Canada.
Ms. Le Roy is a Fellow of the Montreal Institute for Global Security and holds a Master of Laws in International Law from the University of Kent and an Honours Bachelor of Arts in Political Science from Carleton University.
