Graphic Design and Layout of the ILGRP Project Legacy Reports
1. Background
The Inclusive Legislatures for Gender-Responsive Policies (ILGRP) project is a four-year initiative (2022–2026) funded by Global Affairs Canada (GAC) and implemented by the African Centre for Parliamentary Affairs (ACEPA) and the Parliamentary Centre (PC), in collaboration with the parliaments of Ghana and Kenya and the National Assembly of Togo.
The project aims to strengthen the capacity of the legislatures of Ghana, Kenya and Togo to develop and promote inclusive, gender-responsive laws, policies and budgets, while increasing the participation of civil society and marginalised groups, particularly women and girls, in decision-making.
Over the course of the project, ILGRP supported capacity building, institutional reforms, legislative and policy engagement, and stronger partnerships between parliaments and civil society. The project’s legacy reports will document key achievements, institutional changes, lessons learned, success stories and recommendations to support the sustainability and replication of these results.
Two legacy reports will be produced: one in English and one in French. Both versions will communicate the project’s results and legacy and must have a consistent visual identity, professional layout and publication quality.
2. Objective of the Assignment
The objective of this assignment is to professionally design and lay out the two ILGRP project legacy reports—one in English and one in French—using the same identical design, visual identity, formatting and layout structure for both language versions.
The assignment involves developing one report design and applying it consistently to both versions. The French report should replicate the English report’s design, including its cover, typography, colours, headings, section dividers, photographs, graphics, tables and other visual elements, with only the adjustments strictly necessary to accommodate differences in text length or language-specific formatting.
The French version is not a separate design assignment and should not incur a second full design fee. Candidates must therefore provide a fixed fee covering the design and layout of both language versions, with the cost of adapting the approved design to the second language reflected in the overall price.
3. Scope of Work
Under the coordination of the ILGRP Project Manager at the Parliamentary Centre and in close cooperation with the ILGRP Communications Officer at ACEPA, the selected expert will:
- Review the approved English and French legacy report content and identify opportunities to improve visual presentation and readability.
- Develop a professional, coherent design aligned with the project’s identity and applicable partner and donor branding requirements.
- Design the English report and apply the same design and layout to the French version, ensuring that both reports are visually identical in structure and presentation.
- Present key achievements, country-specific results, success stories and lessons learned in an accessible and visually compelling format.
- Ensure consistent typography, colours, spacing, page numbering, captions and other layout elements across both language versions.
- Adapt the layout to accommodate differences in text length between the English and French versions while maintaining consistency in design and presentation.
- Incorporate consolidated feedback from the Parliamentary Centre and designated project partners through agreed review rounds.
- Make final corrections and deliver both publication-ready reports in PDF format, together with the editable source files and linked assets required for future editing and reproduction.
The expert may propose appropriate visual treatments and design solutions while preserving the accuracy and meaning of the approved content.
The Parliamentary Centre and ACEPA will provide the approved English and French content. Translation is not part of this assignment.
4. Deliverables
The selected expert will be responsible for delivering:
- Initial design concept: Proposed visual style, cover concept, typography, colour palette and sample report pages for approval.
- First full layout drafts: Complete designed versions of both the English and French reports for review by the Parliamentary Centre and ACEPA.
- Revised reports: English and French versions incorporating consolidated feedback and requested corrections.
- Final publication-ready reports: Two polished PDFs, one in English and one in French, suitable for digital publication and distribution.
- Editable source files: Original design files and linked assets for both reports, required for future editing and reproduction.
All deliverables must be completed and approved no later than November 30, 2026.
